Twelve is a self-instruction cap, not a legal 'per year' pace. The cycle is 36 hours.
The mnemonic that will get you in trouble is 'twelve months of learning pace.' That is not the statute. New York's usual story for this profession is 36 hours in a 3-year registration cycle. Self-instruction has a cap of 12. Cap means ceiling, not a yearly assignment from the universe.
